IMHO I think it's a great ad. If they paid the taxes that's less the city/state has to borrow. Why should they get a free ride.
Hey, I'm all in favor of the tax amnesty; I think it's a good thing to get tax cheats to pay up—preferably before naming them Secretary of the Treasury. I just don't think this is a good way to go about it; in fact, I think it's pretty creepy and likely to be counterproductive. Rather like trying to encourage church giving by giving a series of 19th-c.-style fire-and-brimstone sermons on Hell, actually.
